Was PauL "a righteous man" while killing Christians?

QUESTION?

I know St. Paul persecuted Christians before he was converted.  My question is, was St. Paul considered a sinner,  murderer and on his way to hell by persecuting Christians at that time.  Or was he still considered a Righteous man doing the will of the old Law. Someone said he was still a holy man at that time ( while persecuting Christians) because he was only following orders and to him he was doing the will of God's leaders and doing the right thing.  I hope my question is clear?

He was on his way to hell - 5th commandment - Thou shall not kill. Jewish law does not supersede divine law.
