Could President Trump consecrate the United States to the Immaculate Heart?

QUESTION?

Apparently an FSSP priest is asking President Trump to consecrate the US to the Immaculate Heart. This would be sensational, but Is it possible for a lay, non-Catholic to perform such a consecration?  Dr Dan Schneider: “The FSSP priest who suggests this is correct in invoking natural law authority of the president. The President does not have authority over the church and ecclesial goods (because that is given by divine law) but by natural law his authority extends over civil affairs and law. His jurisdiction is limited to (but think of the import) temporal affairs and the health and we’ll bring of the citizenry, and to the extent that church and state interact, but it is real nonetheless. We see (and now living in the aftermath of) the opposite — abortion, secular humanism and godless policies leads to anarchy. So even the Marian Hymn etc... at the Republican National Convention was an invocation and would be happily revived in heaven. Should the United States College Catholic Bishops do it? Absolutely. It would go a long way to cool the current unrest.”
