I have heard him say it many times at live conferences, but here is one conference where I actually wrote down in my notes when I heard him say it, I was in the front row with my wife:

Fr Chad Ripperger F.S.S.P. (Exorcist – Diocese of Tulsa OK in 2012) “sometimes the confession is more powerful in liberating somebody than actual solemn exorcism” (Spiritual Warfare Conference Feb 21, 2012; Holy Family Theatre, Hollywood CA).

Lastly: His book: Diabolical Influence by Fr Ripperger (p.676) "...demons are legalists, they know that once the absolution occurs, they no longer have a claim to the individual. It is for this reason that various authors have observed that Confesson is often more powerful than exorcism."
