 If a lady lives alone without a husband or an older son, can she bless the house with the blessed chalk or should the parish priest be asked to come and bless it?

You should call a Priest to do the epiphany blessing because traditionally, its exclusively a patriarchal blessing. However, you still have authority over your residence and so you should be praying the "Perimeter Prayer" (p.39) Deliverance Prayers for the Laity, also, "Consecration of one's Exterior goods to the Blessed Virgin Mary" p.44 (Ibid) everynight.
